California's avocado growers want a seasonal quota on Mexican imports — and they're pushing hard right now

The California Avocado Commission has launched a formal advocacy push for a seasonal tariff rate quota on Mexican avocados, timed directly to the USMCA review process. The proposal would limit Mexican import volumes during California's peak domestic season, aiming to give in-state growers a better shot at the market.

This is a significant policy ask that goes beyond previous calls for import limitations. A seasonal TRQ would fundamentally reshape how Mexican avocados flow into the U.S. market — particularly during summer months when California volume peaks. The advocacy is being launched with explicit coordination around the USMCA non-renewal announcement.
